Open standards are required more often by government organisations when purchasing software. Main reasons are long term archiving and interoperability. According to the definition for open standards used in the Netherlands and in Europe (see: http://www.ossos.nl/index.jsp?alias=watisos), PDF/A seems to qualify as an open standard. Therefore I believe solving this issue could give OpenOffice.org an extra competitive advantage. It could realy accelerate the adoption of OpenOffice.org by governments throughout Europe.
