Confirmed with OOo1.9.79+WinXP SP2.

Partly solution:
In the options -> General -> choose using the "OpenOffice Load/Save dialogs".
They are adequately designed.

Still, using this is just a workaround. I expect that some old form of the
native windows dialog is used or that its "skin" is wrongly set or something
like that. Should be checked.

Priority is P4, since this is "only" a cosmetical problem.
BTW: Is this an "UI" or "framework" issue?
