Wrt the Java conditional, no, leaving it there makes sense because unowinreg.dll is a *Java* JNI library for deploying Java stuff using Windows' registry. If you have a OOo and SDK built without Java support so can't develop Java apps with it anyway and so you don't need unowinreg.dll there anyway...
