The TibetanMachineFont can be downloaded from this url http://www.thdl.org/tools/download.html?tmu It is also available in debain testing repository as ttf-tmuni. Another alternative font called ttf-dzongkha is also available in Debian testing repository(which can be downloaded from http://sourceforge.net/projects/dzongkha or http://sourceforge.net/project/showfiles.php?group_id=115503 and the file is named as jomolhari0.2) I had a look at your screen shots and found that most of the combining consonanats were not rendered properly. It could be that the writer could not find the correct fonts for Dzongkha language...
