2005 -------
On SuSE9.2, KDE3.3.0 with OOo1.9.79.:
I can reproduce the bug and narrow the behaviour a bit:

To reproduce:
a) Open two documents
b) Open bullet toolbar. Dock toolbar.
c) Undock toolnbar and place it in, lets say, the screen center
d) Activate second doc
e) Activate first doc. Toolbar is still at screen center
So far, so good.

Now repeat steps b) and c) and then:
d) Move floating toolbar to some other place, (do not dock toolbar)
e) Activate second doc
f) Activate first doc.
Toolbar is again in the center of the screen, not where I put it last.

It seems, that the position of a floating toolbar is ONLY remembered if the
toolbar gets undocked. Any later movements of the (already) floating toolbar are
forgotten.

I believe this accounts for all behaviours noted in this issue.
