2006 -------
1) open some .odt document.
2) choose menu->file->export as pdf
3) enter file name to save as ......say test.pdf
4) in the pdf options dialog box select "security" and enable "encrypt pdf
document" and enter a password
5) enable "permission restrictions"
6) click on "export"

open test.pdf document with adobe acrobat reader (7.0.8 in my case) and click on
menu->file->document properties. In the security tab, commenting is still set to
"not allowed" in spite of it not being disabled at the time of export.
