What happens:
Saving a Base report defaults to a location of the user's 'home' folder e.g.
C:\documents and settings\<username>

What should happen:
Saving the report should default to the My Documents folder e.g.
C:\documents and settings\<username>\My Documents

Steps to reproduce:

1.  Set up a report is OOO Base
2.  Run the Report and then go to File -> Save As
3.  Note the default save location is the users 'home' folder not, My Documents
as is the default for most Windows Programs.  This could be very confusing to an
inexperienced user.
