The attachment test_xcontentenumerationaccess.odt I provided demonstrates that
you don't even need bookmarks (or in fact any content at all) to demonstrate
this bug. It is an empty document with a macro that enumerates the content. It
shows that the following statement in the IDL docs for XContentEnumerationAccess
is simply not true:

XContentEnumerationAccess::createContentEnumeration creates a non-empty
enumeration for all the service names which are listed here. For all others it
creates no enumeration.
----

It seems like XContentEnumerationAccess::getAvailableServiceNames() always
returns c.s.s.text.TextContent, even for an empty paragraph.
