That's not the point. If you, in OOo, change the character set of your DB (Edit
/ Database / Properties / Additional Settings) to "Cyrillic (Windows 1251)",
then you can read/write russian text, too.
OOo can do any encoding where one Unicode character is encoded to a fixed number
of 8-bit-characters, and Windows-1251 belongs to this group, whereas UTF-8
doesn't. The patch is about relaxing this restriction, but so far it's not 
complete.
