ok, I've tested this in FC-5 with the latest updated icu/openoffice.org and
fonts for that release. And there isn't a crash in that scenario when typing
e.g. the hsx sequance through the inscript scim IM. Though the s+x don't appear
to actually have any effect on the glyph displayed on FC-5, which isn't good,
but not what's described here.

(On the other hand the same sequence works perfectly with 2.0.3 and icu 3.6 and
the latest lohit-hindi as in rawhide, i.e. gedit and OOo display the same
resulting glyph, so that's fixed for FC-6)

The crash in clearly in icu, either in icu itself or due to something in the
fonts. Can you try and yum update and re-test if there is still a crash for you
with the latest updates, and if so open a bug on the fedora bugzila against
openoffice.org about this.
