People complain no matter how you deal with issues.
Some cry because their long-existing one has been closed in favor of keeping a
newer one, and when you do the opposite then the reporter of the newer one will
complain.
Duplicate is duplicate. Reopening and keeping two issues dealing with the same
thing open deosn't make sense at all.
This has nothing to do with importance.
