It IS the desired behaviour. You can only link a paragraph style with a
paragraph style and character styles with character styles.
When right-clicking on a style and selecting "Edit" there will also be an
"Organize" tab. There, you can link the style to another one and inherit its
properties and also use the relative values in a suitable manner.
