This is OOD680_m2 / SRC680_m182 - Building moz on W32-bash fails with:

  inflating:
./wntmsci10.pro/misc/build/moztoolsunpack/buildtools/windows/source/uname/uname.mak

cd ./wntmsci10.pro/misc/build/moztoolsunpack/buildtools/windows && setenv
MOZ_TOOLS "d:\w1\tin_tcsh\moz\WNTMSC~1.PRO\misc\build\moztoolsinst" && cmd /c
install.bat
/bin/touch.exe ./wntmsci10.pro/misc/build/wintools.install
/bin/bash: setenv: command not found
dmake: Error code 127, while making
'./wntmsci10.pro/misc/build/wintools.install'

ERROR: Error 65280 occurred while making /cygdrive/d/w1/tin_tcsh/moz

Found this courtesy of a (now missing) --disable-build-mozilla switch that now
forces to re-build the mozilla libraries even though the zips are there.
