2006 -------
Depending on where the cursor is positioned (e.g. inside table or outside of
table) the corresponding Toolbar pops in and out.
1- Click "View."
2- Select Table, Drawing and/or Picture Toolbar (those are the ones the problem
occurs with, altho there may be others) - Toolbar appears, as it should.
3- Dock Toolbar. 
4- Click inside Table(or Select Graphic) Toolbar stays where it is.
5- Place Cursor outside table (or deselect Graphic) and Toolbar disappears.
6- Click inside table (or select graphic) and Toolbar re-appears (docked).
--This causes the work area to be constantly resized and redrawn every time you
move into or out of the Object. This is very annoying as well as 
counterproductive! 
--The problem happens whether "Lock Toolbar Position" is selected or not.
It Does not appear to happen with Frame Toolbar.
