------- Additional comments from [EMAIL PROTECTED] Tue Sep 5 10:42:13 -0700 2006 ------- Since this bug is showing some signs of life (being assigned, and thank you for doing so), I've re-attached the sample files I originally attached to bug 50982. One file (the C# spec from Microsoft) shows the problem, and doesn't create links in the TOC. One file (created by me, not too long ago) gets the links on the TOC. I'm not sure what the difference is, but they should be useful for tracking down the bug.
