I am reopening this bug because I believe I miscommunicated my initial
description.
I was not asking for an explanation of why they links are URL encoded. Instead,
I meant to call attention to a usability issue with the Edit > Links dialog.
Because the Links dialog displays the file names as URL encoded, they are
difficult to read. I suggest that the Links dialog would be improved by
displaying the file names in the form familiar to the user rather than
displaying them with the unfamiliar URL encoding. My enhancement request is that
the Links dialog decode the file names to improve their legibility to users.
