SBA: The more severe effect of this issue is that heading content can get lost
when a file is loaded and then printed on another printer with different page
margin defaults.
I have a customer document where this "works".
That empty header (with not even an empty paragraph) makes the document very
"instable" and it will likely crash the office (as SBA observed) when Autosave
does its thing or when a page style change is undone. -> Prio changed to P2
Thus it was decided to fix this one for OOo 2.04. -Target adjusted.

Verified in CWS so20403.
