So, if the regular build does not show the observed behaviour, I suggest to report the bug to portableapps.com. Basically, reshowing the register dialog lets me assume, that your user installation can not be found. This is exactly one of the locations, where portableapps.com did patch OOo, to be work from a USB stick. If no one objects, I am going to set this to "INVALID".
