My experience is limited to KDE on Linux. The tabs on the Firefox browser are quite readable. I have adjusted mine by tinkering with a chrome file but it really wasn't necessary to do so. I also filed issue 56530 regarding dialog fonts. OpenOffice does not adopt desktop settings in KDE with regard to the size of dialog fonts either. It may be a KDE integration problem.
