I discussed this issue in the past and wasn't able to find the right place to
present these templates.
The Marketing Project is dedicated to further OOo by marketing means - these
templates are using OOo to create a CD cover and label for private use.
Therefore it would be better placed in the documentation project, where
templates are presented to the public.
The people there may consider if it is worthwhile to present on the website.
