The leading apostrophe is intentional and also used by Excel in this case. It makes a number a text in a number formatted cell. This has to works as it does now because you may want to have the numbers as text even if you change the format of such cells back to numbers, e.g. ZIP Codes in the US or other numbers with leading zeros. For a solution to convert such text values into numbers with Find&replace, have a look at the double Issue.
