I've also noticed a few additional details since I originally filed the bug: If I manually drag a shape past the maximum Y value that shows in the Position&Size box, the P&S box shows the Y position as 0. But the shape doesn't disappear off to the top of the sheet, it stays right where I put it. If I save and close, and then reopen, the shape is still where I left it. Some internal variable knows that the shape is not at Y position 0. Internally, a shape's position must be held in a data type with greater range than the data type used by the P&S dialog. How hard would it be to change the P&S box to the same internal data type?
