I checked with "2.0.X WIN XP: [680m180 (Build9056)]" and found a help text
with a hint that CTL is required to have those buttons need CTL.

Also in the dialogue window I see a hint concerning CTL (pls. see screenshots),
but there is no explicit hint that CTL must be active to have those buttons
visible. It can be discussed whether this additional hint would be useful, but,
of course, the dialogue might become confusing if it will be too detailed.
