You are right that the any references to the original programming language
should be written uppercase as "BASIC". However, the OOo/StarOffice dialect of
BASIC is written "Basic".

Examples I found where the text refers to the OOo/SO dialect are:
- "Tools - Macros - Organize Macros... - OpenOffice.org Basic"
- "Tools - Options... - OpenOffice.org - Appearance" contains a section of
configurable colors named "Basic Syntax Highlighting."

I suggest that whenever feasible, strings that refer to our dialect be rewritten
to say "%PRODUCTNAME Basic" instead of just "Basic". That will allow easy
localization, because it will be recognizable as the proper name, not the common
word "basic".

Of course any references to the original programming language have to remain
"BASIC".
