In help file /text/shared/02/24010000.xhp in Part "Pop-Art" you find the
description 
par_id3153512
Converts an image to a pop-art format. By applying color alienation, the image
acquires a completely new character. This function can be applied to the whole
image or to parts of it.

But the filter doesn't have this effect. I'll attache a file which compares the
filter in OOo2.0.4 with the same filter in StarOffice5.2. I think that the
filter in OOo is broken.
