IMO the commands cannot be merged technically or logically.

Redo: You can cancel the Undo command by choosing Edit - Redo. Requires undone
action.
Repeat: Repeat last user action. Has nothing to do with undoing.

If I type "abc" in a blank document I can repeat my input by using Edit -
Repeat. Result "abcabcabcabc" etc. for every repeat.
