Actually returning the encoded name is a defect => changing issue type back.
This also is no UCB issue, there are methods to encode/decode values passed
through UCB, the UCB design to allow only escaped values is on purpose.

The decoded path name has to be returned, in this case probably by running it
through INetURLObject::decode()
