I'll try in better words:

If you install an multi-language OO (with all 11 languages shipped) we install
all 11 languages per default!
This leads to a situation where a, let's say German, user gets language support
for 11 languages incl. CJK. But once we install CJK we of course enable CJK
support in OO.

Result: A German user who uses standard installation procedure will get CJK
support enabled by default.
Additionally we install at least all WritingAids for these 11 languages, too.
This again leads to longer start-up times even the the German user would need
the German WritingAids only.
This is unwanted and confusing.

We can simply avoid this by installing *only* the language support for the
user's current language, in this case German.
Still the user can use the custom installation path to select more languages
than German manually.

What we need is a mechanism (under windows MSI) that detects the setup language
and uses this information to make the necessary pre-selection within the
language setting.
Example: The user runs on a German Windows, gets a German OO setup and gets only
German pre-selected within the installation. all other languages (apart from
English) are optional and per default de-selected.
