According to icu collation rule for Czech

S\u030C& Z < z\u030C <<<"

R and accented R are not same in primary collation level,  also for S and
accented S and Z and accented Z, but others are primary identical by default icu
collation rule, A is identical to accented A. 

That is why you see the difference between A and R. 

As I mentioned in my previous comment, I only fixed index grouping issue,
accented R should follow R, not after Z. if sorting has problem, please open a
new issue, and we can tailor icu collation rule for Czech.
