This happens because of #71958#, a very old fix which leaded to setting SdrMeasureShowUnitItem(true) in MeasureProperties::ForceDefaultAttributes(). In the pool, the item default is false, so all newly created measure objects would not show their units. Sinces it's hard set as attribute at the object, the templates do not come through. They will work when using Format/default formatting, but the alignment will be changed, too.
