Currently monochrome text of fonts without embedded bitmaps doesn't look good on
systems with freetype>=2.1.3. The font hinting for this situation should be
either optimized for mono- or for default-hinting.

Issue 64508 does some important things for hinting but is orthogonal to this
problem.

To reproduce the problem open a display with e.g. 8bit depth and use a font like
"Bitstream Vera Sans".
