labels.ini is not used since OOo 2.0. The definitions for labels are in the file
labels.xcu in the module officecfg (officecfg->registry->data->org->openoffice).
The labels.xcu file is not localized into any language - it contains the labels
from different countries in their specific languages. If you have special labels
in slovenia you can simply add them to the file. I think labels.ini should be
deleted in cvs because it is no longer used.
