When working on an HTML document, highlight text and follows this sequence:
Insert > Hyperlink | Document | Target in Document | Headings | select a heading
| Apply | Apply

This should make the original text into a link to the heading. While still in
OOo, the text does indeed behave this way. However, if one saves the file and
uses it as an HTML file, the links do not work. Inspection of the HTML code
shows that HREF link is being inserted, but no anchor is being created for the
heading.
