If a context dependent toolbar is docked, it's possible that we need more space and therefore the document "jumps". Because of this "problem" normally most context dependent toolbars are by default not docked. I already described a lot of times: "Jumping" cannot be easily prevented, if the number of toolbars is not constant in all situations. OOo has many different contexts (table, graphic, numbering,...) and special toolbars for these contexts, therefore the number of toolbars can differ a lot in some situations.
