I agree with mreimer on what the status is and what should be done.
1.) split this issue up into the fix for OpenType fonts and non-Opentype fonts
=> this issue 14069 can get closed since it works since CWS gslpatches for OTF
2.) wait for the CWS "icuupgrade" to be integrated, then test with the new
version
3.) if the problem is still there then open an issue for the non-OTF scenario
and attach the patch for ICU that fixes it
