a)

Recovery has to show all dialogs, which are usefull to load the document.
E.g. the password dialog is needed - otherhwise the document cant be recovered.
OK - recovery does not decide which of all possible dialogs must be shown ...
so every dialog (even these dialog for updating links) cames up to the user.

b)

On the other side it seems to be a problem of your used window manager. We had 
several bugs where OOo grabs the focus on opening windows ... and we was forced 
to remove all these code. Instead of that the window manager must decide if and 
when a new window will get the focus.

Now you found a problem with this solution, where the window manager put your 
windows into the background ... But if  I fix that I will recreate the old 
behaviour and 
will get the old bugs again.

What should I do ?

PS: This cant be reproduced on Windows XP ...
