The goal is to increase awareness of these alternatives. The only other action that comes close to this idea is CPHennessy's signature tag: "Maybe your question has been answered already? http://user-faq.openoffice.org/#FAQ"; There are two problems with this approach: 1. CPH can't reply to all inquiries. 2. FAQ's require separate maintenance. On the other hand, forums and wikis tend to be self-maintaining.
