If they require a page split (and "Allow tabe to split across pages anbd columns" is turned on), the page split will always occur before the table rather than with in the table. This leads to sometimes weird blank spaces within a document. I would expect the following behavior: 1) If "Allow tabe to split across pages anbd columns" is turned ON, the table should immediately follow after the text (maybe with some customizable Orphan/ Widow Control-like feature in order to avoid single table rows) 2) If "Allow tabe to split across pages anbd columns" is turned OFF, the table requires a page break and the table is smaller than a page, the table should start on the next page. 3) If "Allow tabe to split across pages anbd columns" is turned OFF, the table requires a page break and the table is larger than a page, then the table should start right after the text without any page break BEFORE the table.
