There are some cells in the specific rows, that have a spacing to their top
border. For compatibility to another Word Processor, OO Writer will regard this
spacing for all the other cells in the row.
You can correct the view by the following: select all cells in the regarded
table row (e.g. where cell "13" is), open dialog Table.Table properties and
switch to tab "Border". There on the right enter a value for  top spacing of
e.g. 0,1 cm. Confirm and close dialog. Now again open the dialog and set the
spacing to 0,0 cm. Now the row should look well aligned.
