In general, I'm absolutely fine with using ULONGs, the fact that svx/source/form sometimes uses sal_uInt32 dates from the times when I a) thought that UNO is brand-new and cool and to be used everywhere :) and b) wasn't enough aware of 16/32/64/128-Bit issues.
