Please provide a way to input a number in a given radix, e.g., hex or octal.
The number should be stored in the cell as a number. These numbers should be
allowable in formulas too.
For example, the input function could be:
r2d(string, radix) convert the text, expressed in the given radix to decimal.
A radix point and sign should also be allowable.
e.g., r2d("100.1", 2) = 4.5
