A horizontal ruler is measured in characters and a vertical ruler is in lines. That is definitely better for Japanese, and maybe including Chinese, Korean, and several Asian scripts. Current OOo/SO/SS and Word 2003 English have rulers measured in distance such as centimeter or inch. They can be substituted if the software is targeting at the Asian market.
