Note cell 188 C is two lines high and has a red arrow at the right edge. In the middle the cursor has been placed in that cell. Now all three lines show and the cell overlaps into the row below it, almost like a pull-down. In the bottom focus has moved to another cell and now row 188 has corrected itself to be three lines high.
