If the plugin library is loaded by the browser, the browser must be closed
before deinstalling of the office ( the deinstalling will remove the plugin
library ).
I am not sure that this is the case here, that depends from how the MSI
installer generates the list of the applications that should be closed. But if
the installer really checks whether any of the OOo libraries are loaded by the
application during the deinstallation, the application must be closed before
deinstalling.
MAV->IS: Could you please check how MSI installer generates the list of
applications that should be closed.
