Locale data defines numbering types of numbering levels and outline numbering levels, but not of footnotes/endnotes. Those seem to be hardwired in the Writer application. @ama: if more locales turn out to require different numbering types in footnotes/endnotes we should consider adding i18n API and locale data for it.
