Confirming with OO 2.1 on WinXP - note height grows with each row added.
Repro steps
1. open blank spreadsheet and type some text in B7.
2. Click cell B7, Insert, Note and type one line of text.
3. R-click cell B7, click "Show Note".
4. Click A1 and Isert. Rows.
5. Observe how note height grows.
