The easiest solution is to use AutoCorrect. Please follow this procedure:

Type a hard space in the Writer Window (Ctrl+Space). Copy it to the clipboard.
Now, open the Tool menu > AutoCorrect, and on the Replacement tab, type "?" in
the Replace field, and copy the hard space from the clipboard to the Replace by
field, and type "?". Do the same for "!", and any other punctuation marks.
