Regression introduced by issue 51501: Calls to rtl_createUuid(pTargetUUID,
NULL, bUseEthernetAddress) no longer generate unique UUIDs on Windows (only
calls to rtl_createUUID with a non NULL second argument are unique on Windows,
and unfortunately sal/qa/rtl/uuid/rtl_Uuid.cxx:1.4 only tests the latter).
