Note that the example with precomposed letters would only be valid if the
composition was made of LATIN SMALL LETTER J WITHOUT DOT plus COMBINING DOT 
ABOVE.

How should a sequence of LATIN SMALL LETTER J plus COMBINING DOT ABOVE be equal
to  a single LATIN SMALL LETTER J only? The combining sequence actually results
in a 'j' with _two_ dots.

Karl, the key here is that the special case holds only "whenever there are more
accents above", which isn't the case here.
