Starting the drag in create mode on mouse button down is a convenience feature and will not be removed. The question is just if it is intended to check validity of end position with delta-movement or not. This means: Is the scaled or the unscaled version the correct one? When i think about untrained 'mousers' and that they may move one pixel or two just by no intent i would say testing of delta movement is an error.
